Within the board we have experts in marine and inland spillages and together they give their time freely to set, maintain and promote standards within the UK and Ireland spill industry

Stewart Ower (BSc(Hons), MCIWEM, C.WEM)

Chairman

Stewart is the Managing Director of Compass Environmental Consultancy Ltd, a company that specialises in managing environmental risk and protecting the environment from spillage incidents.

Stewart started his career in the industry but then became an Environmental Regulator working for the National Rivers Authority and then the Environment Agency as an Environment Protection Specialist. As a regulator and more recently as a consultant, Stewart works closely with the Fuel Oil Distribution industry and also the Fire & Rescue Service equipping and training specialist officers to deal with spillage incidents. On a daily basis Stewart facilitates the response to spillage incidents and delivers training to those wishing to develop or enhance their spill response capabilities.

Stewart has over 30 years of experience in the industry and a long history of championing standards as a former Chairman of the UKSpill Association and now as Chairman of ISAS.

Neil Marson

Neil Marson

Executive Director & Scheme Manager

As ISAS Scheme Manager, Neil brings more than 30 years of experience working within the Oil Spill Response and Emergency Crisis Management industry at national and international levels. During his time with Briggs Environmental Services, Neil played a key role in the development and delivery of their worldwide oil spill response programme.

In addition to his extensive operations management and national contingency planning experience, he has been much involved in the design and presentation of training courses, notable for the European Maritime Safety Agency (EMSA), HM Coastguard, as well as for many oil companies and government agencies.

Dr Jon Burton (BSc PhD FGS MCIWEM CSci MAE)

Jon has operated in the environment sector for over 20 years and has a PhD in containment hydrogeology. Jon has worked at the Environment Agency and RAW Consulting before establishing Oracle Environmental Experts in 2014. Jon has a wealth of expertise in spill response and remediation with specialisms in groundwater flow and contaminant transport, hydrocarbon investigation and remediation and human health and environmental risk assessment.

A former Chairman of the UK Spill Association and a former assessor on the UK Spill Contractors Accreditation Scheme, Jon is a Member and Chartered Scientist with the Chartered Institute of Water and Environmental Management (CIWEM); is an Accredited Expert Water & Environment Witness, a member of the uK Environmental Law Association (UKELA) and a member of the International Spill Control Organization (ISCO).

Captain Bill Boyle (MNI, Hon FISCO)

Bill has over 30 years of involvement in Oil Spill Response in the marine environment. From being Master of the UK Dedicated Response Vessels Forth Explorer & British Shield to currently being an Oil Spill Response Consultant.

Bill has tremendous operational experience working internationally, attending notorious oil spill incidents including Piper Alpha 1988, Braer 1993, Sea Empress 1996 and Deep Water Horizon in the Gulf of Mexico 2010. He also has been involved in oil removal projects from sunken wrecks and taken part in many oil spill response exercises in UK and International waters around the World.

Dr Mark McKinney

Mark has over 27 years of experience in the remediation and Oil Spill Industry. He has been involved in many large site investigations, oil spill clean ups and remediation projects throughout the UK, Ireland and internationally in countries such as Nigeria, Kenya, Egypt and China.

His education includes a PhD in Microbiology, and he is recognised as one of the leading authorities for site remediation techniques in the UK and Ireland. He is responsible for developing several innovative methods for treating hydrocarbon impacted sites as well as having a wealth of experience in the use of many of the industry-standard remediation technologies. Mark is also qualified to COTC NVQ Level 4 in the management of Hazardous Waste Remediation. Before starting ATG, he was the Managing Director of Alpha Environmental Systems Ltd.

Mark Orr

Mark has worked in this industry since 2002 primarily at LCM where he ended up as Managing Director and reintroduced spill response, winning many national contracts with major PLCs and many others particularly forecourt and fuel companies. Mark oversaw the delivery of these contracts, often out on site.

He has been involved in UK Spill since 2006, been a board member 3 times, last time as Chair. Passionate about the accreditation schemes working to deliver continual improvement and the UK & IRE Spill Association delivering commercial opportunities for members and getting educating the World on spills.

Brian McGonagle

Brian McGonagle (MBA, CSHWW, MBSSH, Tech MIOSH)

Brian is Managing Director of the MSI group which incorporates Pollution and Waste Services Limited and Bicycle Limited. Under Brian’s Direction both companies have earned enviable reputations and won highly regarded awards and accolades for their products and services.

Brian has accumulated vast experience years over the years in all aspects of spill prevention and response from prevention measures through to managing and dealing with aspects of spills whether the be minor incident, large spills or decommissioning/remediation projects

Brian is a qualified trainer, has extensive training in incident response including OPRC courses at all levels, ICS, HNS and Hazchem and delivers training courses at various levels across a variety of areas.
